Job Description

Develops sourcing and recruiting strategies which supports the growth of the regional footprint of Exclusive Agents (EA), Licensed Sales Professionals (LSP) and Exclusive Financial Specialists (EFS). The HR Deployment Business Partner collaborates with the FSVP, FVP and field sales leadership team to provide effective consultation related to sourcing, recruiting, appointment and retention strategies to drive the regional footprint plan and producer success. 


This individual is responsible for strategic and tactical planning to optimize the regional total producer footprint plan.  The individual leads the dedicated producer recruiting resources (both employees and contractors) and partners with the Regional Sales leader (RSL) and Strategic Deployment Leader (SDL) to ensure the execution of the strategic direction for the EA, EFS & LSP recruiting team and field sales leaders.  A function of this role is to provide up to date sourcing and recruiting analysis in order to present an optimized footprint strategy to field sales leadership including the Field Senior Vice President (FSVP), Field Vice President (FVP), RSL and SDL. This individual should be experienced in the recruitment, identification and selection of high caliber EAs, EFSs and LSPs in order to support the education and skill development of the human resources recruiters.


The individual will manage sourcing and recruiting team members, internal clients and external resources to ensure a pipeline of talent exists for EA, EFS and LSP opportunities.  


  • Define strategic direction for the sourcing and recruiting team.
  • Provide consultative partnership with field sales leadership team on EA, EFS and LSP recruiting plans.
  • Partner with fields sales leadership team on developing agency owner’s role in LSP hiring, effectiveness and career development.
  • Establish sourcing and recruiting strategies (career fairs, military events, meet and greets)
  • Engage with FSVP,FVP, RSL and field sales leaders to lead the strategy and execution of deployment appointment plan. The role requires significant influence and persuasion among leaders to balance across multiple region priorities for resources.
  • Build external networks and affiliations to support Allstate’s brand and to support passive and active recruiting strategy; and in service of the multi cultural and female appointment requirements of the region.
  • Lead the design, execution and measurement of recruiting goals for recruiters in support of deployment goals
  • Use HR analytics to influence client business decisions.
  • Set strategy, build and maintain effective relationships internally and externally.
  • Design, implement, and execute tools and services to support regional sourcing and recruiting strategies including measurement, coaching, team effectiveness consulting, and external leadership networking opportunities.
  • Identify and implements innovative solutions to sourcing and recruitment challenges and opportunities in partnership with national deployment sr. manager.  
  • Measure results of processes and strategies.  Analyze, interpret and provide key and complex communications, both internally and externally. 
  • Benchmark latest trends in recruiting and apply trends to processes
  • Develop recruiting team’s visibility and reputation through excellence in execution,
  • Direction on future operating model
  • Redesign operating model to gain efficiencies and reduce company spend on vendors
  • Assess team effectiveness

Job Qualifications



  • Bachelor’s Degree
  • 7+ years of business experience leading teams in highly complex operational environments
  • Superior management and people development skills, ability to inspire, and engage team members and influence outcomes with leaders
  • Demonstrated track record of implementing changes resulting in high levels of employee engagement and development, operational efficiencies yielding business value, and customer and/ or client improvements
  • Ability to consult, advise and influence leaders
  • Advanced knowledge of a variety of sourcing strategies and tools, including: Internet sourcing and research, proactive phone research and professional networking
  • Experience in a sales oriented and/or entrepreneurial environment is preferred
  • Professional with advanced organizational, communication and leadership skills
  • Advanced experience in vendor / contractor management
  • Advanced knowledge of professional standards and trends within the HR industry
  • Advanced knowledge of the Microsoft Suite of business software, including Excel
  • Ability to develop & deliver effective presentations and demonstrate consultative facilitation and presentation skills
  • Analytical skills
  • Advanced project management skills
  • Proficiency in implementing and delivering new programs and initiatives
  • Consult and provide expertise in recruitment, strategic HR implementation and metrics
