Position Summary:

The Portfolio Manager partners with key stakeholders and ATSV's portfolio leaders to support planning and execution of work within Allstate's technology portfolios by managing the project funnel, provide input on capacity planning, creating transparency into portfolio health and  financials, and helping with investment decisions based on strategic alignment of work in the portfolio.

Position Overview:

The IT Portfolio Manager role sits within the Allstate Technology & Strategic Ventures (ATSV) PMO (Program Management Office) which oversees a portfolio of approximately $1 billion annually, with approximately 2,400 projects delivered. As a team of IT Portfolio Managers, we enable the delivery of projects across the global ATSV organization in support of business and technology partners. In addition to program and project delivery, we create a portfolio wide views of ATSV by leveraging consistent standards, tools and methodologies.

The opportunity is to join our team of IT Portfolio Managers and take responsibility for one or more technology portfolios. For the given portfolio, the Portfolio Manager partners with key stakeholders in the business and technology teams to manage the project funnel, provide input around capacity planning, provide transparency into the health, spend and strategic alignment of the portfolio and support annual planning.

The IT Portfolio Manager has a strategic role in overseeing, managing and leveraging the entire life cycle of IT investments from defining and targeting the investment mix, to planning the portfolio structure, packaging and communicating the portfolio plan, and tracking and measuring results across the enterprise.

IT Portfolio Manager is accountable for planning and providing transparency into complex technology portfolios with wide organizational span, cross-organization interdependencies, while ensuring work continues to flow through the portfolio in support of delivering the highest value work for Allstate's business units in the most effective way. 

The IT Portfolio Manager is also accountable for development and communication of portfolio metrics that represent overall portfolio performance. The IT Portfolio Manager is also focused on optimizing IT investment, looking for opportunities to make IT and business processes more effective and efficient while reducing risk. They review and provide input on sourcing strategies for portfolio work, provide insights into portfolio spend, the portfolio backlog of work, utilization of IT resources, the flow of work through the pipeline, health of work in delivery, and advise on work priority based on enterprise business goals.




• Manage relationship with business and IT stakeholders - Act as primary liaison between the IT group, lines of business and other stakeholders with the goal of defining, planning, building and assessing the IT investment portfolio mix.
• Conduct portfolio wide analysis and advise on project/program pipeline and delivery risk, including but not limited to sequencing, dependencies, capacity, forecasting and the execution of quality and timely delivery.
• Design, develop, analyze and report on critical portfolio metrics ensuring that complicated information is delivered effectively and efficiently.   Develop and present simple to moderately complex executive communications selecting the appropriate message for the audience.
• Monitor alignment of prioritized projects against resource capacity and partner with delivery teams to understand doability of future work based on current resource allocations.
• Conduct portfolio wide analysis and provide insights and recommendations on delivery risk, work sequencing, work interdependencies, resource capacity, funding availability, and the execution of quality and timely delivery.
• Understand and contribute to decisions on portfolio issue resolution and risk mitigation.
• Drive and manage the work pipeline including facilitating the development of early and late stage estimates, gathering business value insights, and aligning work to strategic objectives to support project selection and prioritization.
• Evaluate work in the pipeline and support leadership decisions on scheduling and sequencing based on priority, value, and dependencies in and across portfolios. 
• Partner with portfolio leaders and ATSV Finance to support the annual financial planning process and provide ongoing financial monitoring and forecasting to enable portfolio investment decisions.
• Advisor to IT Leadership on portfolio health – analyze and articulate portfolio risk and budget variance.
• Synthesize large amounts of portfolio data to develop and present communications to Sr. Leaders and Executives – flexing style and selecting the appropriate message for the audience. 
• Understand and champion existing processes while continually investigating industry best practices and challenging the status quo to support continuous improvement.
• Capable of acting as a thought partner and trusted advisor in providing oversight of portfolio health and assessment of opportunities.
• Comfort with ambiguity and the ability to independently drive resolution of issues and challenges and shape your own work based on the unique demands of your specific portfolio.
• Strong analytical skills, highly organized and excellent communication and interpersonal skills are paramount to this position.


Job Qualifications



• 5+ years of experience with demonstrated progressive responsibility in portfolio / program / project management for information technology and/or consulting experience in technology delivery.
• 3+ years of experience in roles involving budgetary responsibility including forecasting and trending financials.
• 3+ years of experience in which one or more of the following occurred:
o Demonstrated high competency in the execution of multiple large projects
o Demonstrated competency in strategic thinking and leadership, with strong abilities in relationship management
o Gained experience in managing resources to meet goals across multiple projects and competing priorities
o Gained experience in leading multidiscipline, high-performance work teams/groups
o Demonstrated competency in developing efficient and effective solutions to diverse and complex business problems

Desired Qualifications:

• Intermediate skills with MS Project and Excel and familiar with other MS Office products/tools.
• Working in a Program management office (PMO) using project and portfolio management tools.
• Working in the financial services and/or IT sector Experience of working in the financial services and/or IT sector.
• Have familiarity with SDLC, waterfall, Agile and/or other recognized software development and project management methodologies.
• Experience with resource management.
• Experience working in a global business environment.
• Excellent written/verbal communication and facilitation skills for communicating at all levels (employees and leaders); including strong presentation skills
• Strong analytical and communication skills with ability to develop executive level communications
• Comfort with ambiguity and able to independently drive resolution of issues and challenges
