Job Summary

The Band E Manager plans, directs, designs, and executes IT-related activities and programs that are of a complex and critical nature. They are responsible for designing, implementing, and on-going improvement of their domain function’s operating model, policies, procedures, and tools in order to produce the expected quality result at the appropriate unit cost.  Additionally, they work with senior leaders to establish budgets, product priorities and team capacity plans.  The Band E Manager selects, leads, counsels, motivates, sets expectations and evaluates medium to large teams. Additionally, they confer with and advise direct reports on administrative policies and procedures, risks, issues, problem resolution, sourcing decisions, budget and priorities.  This person also assists in defining, implementing and prioritizing IT policies, procedures, and best practices. The Band E Manager impacts team and business results.

Key Responsibilities

IT Product Solutions, Functional Management
• Overall management of staff who have responsibility for all functions associated with incremental product projects and work assigned to the IT Product Solutions team
• Partner with Sponsors to design, develop, and unit test new or enhanced product software
• Ensure effective and efficient SDLC methodologies and tools are in-place and followed by team members
• Oversee deliverable to ensure that solutions meet business requirements as well as satisfying the various governance standards established by ATSV or IT Support
• Provide agreed upon warranty period support of newly implemented software
• Delivery accountability for IT Support sponsored projects
• Must be familiar with the skillsets, tools and techniques used by business analysts, software designers, developers, coders, testers and database design and development
• Direct involvement in supporting senior leader’s responsibilities and deliverables
• Ensure compliance to process and procedures
• Relationship management with business sponsors regarding requests for product deliverables

Job Qualifications

Education – Bachelor's degree or equivalent work experience

 

Experience

• Minimum 5 years management experience in IT software product delivery in a collaborative team environment
• Prior experience driving organizational change and implementing processes and methodologies that guide team actions
• Strong knowledge of Mainframe, Web, or Distributed technologies
• Direct leadership experience covering hiring, staffing, coaching and performance reviews
• Relationship management experience with both IT and Business leaders
• Knowledge and experience with SDLC methodologies and tools (Primarily Agile, Extreme Programming, Waterfall)
• Analytic and problem-solving experience
• Strong communication skills
