Job Summary

The BMO (Business Management Office) Manager leads team members, manages time and cost estimates, assigns people to work, collects feedback, reviews and evaluates work and prepares performance evaluations.  Band D Managers lead work of critical importance, implement strategic change, and impact results and operational effectiveness.  Additionally, they confer with and advise direct reports on administrative policies and procedures, risks, issues, problem resolution, sourcing decisions, budget and priorities.   They provide critical input to higher level management on function’s operating model, policies, procedures, and tools in order to produce the expected quality result at the appropriate unit cost

IT BMO, Functional Management
IT BMO ensure that the functions needed to run and efficient and effective IT organization are implemented and executed on an on-going basis.  This organization partners with all the other IT teams to ensure that the IT business functions are delivered with quality results.
• Ensure accurate and timely visibility into Allstate Benefits’ overall delivery portfolio and successful management of changes and variances to the established portfolio
• Coordinate with various business and corporate partners to manage Allstate Benefits IT Organization’s demand and resource capacity against incoming requests.  Establish required process and ensure adherence to agreed upon process
• Coordinate and establish the annual IT plan and budget across all the functions within the broader Allstate Benefits IT Organization
• Oversee governance against the approved IT plan and budget.  Establish IT governance processes, forum, roles, and accountabilities. Chair oversight of governance activities
• Coordinate and lead the Allstate Benefits IT Organization’s financial processes.  Coordinate monthly budgeting activities and liaison with corporate, IT and business finance partners as appropriate  
• Provide monthly visibility into IT budget, monthly actuals, full-year forecast, and any identified variances to budget and forecast
• Ensure identification of required IT KPI’s and establish a reporting capability to create visibility of progress against KPI’s
• Create monthly CIO & executive dashboard’s towards improving visibility against actionable data.
• Lead monthly operating reviews, monthly dashboards and quarterly executive reviews.
• Direct involvement in supporting senior leader’s responsibilities and deliverables
• Ensure compliance to process and procedures

People Management

Long Description

General Management & Decision Making
• Executes team strategy so as to develop and deliver innovative solutions and systems in support of Enterprise goals.  Communicates strategy to the team so they understand their role in achieving the established goals.

• Manages day to day work of employees by monitoring budgets, expenses and scope and facilitating project delivery and support for projects of critical importance.

• Makes decisions that are largely operational in nature, implementing policies and processes within the team.  Makes decisions that may have an impact on quality or effectiveness of business activities at the team level.

• Generates and implements continuous improvement ideas.

• Analyzes long-term impact of new or anticipated strategies and contributes to Allstate business and functional strategy.

Business Partner Management
• Influences direct reports, clients and service providers to successfully deliver on business commitments.

• Sets and manages internal business partner expectations.

• Participates in communications that involve obtaining cooperation on issues that may be complex or controversial.


Job Qualifications

Education – Bachelor's degree or equivalent work experience



• 2-3 years management experience in IT BMO or IT Financial Management in a collaborative team environment 
• 3-5 years of experience with IT Portfolio Management and IT Planning
• Prior experience in IT Demand Management preferred
• Prior experience with reporting out to senior executives preferred
• Direct leadership experience covering hiring, staffing, coaching and performance reviews
• Prior experience driving organizational change and implementing processes and methodologies that guide team actions
• Relationship management experience with both IT and Business leaders
• Analytic and problem-solving experience
• Strong communication skills
• PMI Certification preferred
