Job Summary

The Band E Manager plans, directs, designs, and executes IT-related activities and programs that are of a complex and critical nature. They are responsible for designing, implementing, and on-going improvement of their domain function’s operating model, policies, procedures, and tools in order to produce the expected quality result at the appropriate unit cost.  Additionally, they work with senior leaders to establish budgets, product priorities and team capacity plans.  The Band E Manager selects, leads, counsels, motivates, sets expectations and evaluates medium to large teams. Additionally, they confer with and advise direct reports on administrative policies and procedures, risks, issues, problem resolution, sourcing decisions, budget and priorities.  This person also assists in defining, implementing and prioritizing IT policies, procedures, and best practices. The Band E Manager impacts team and business results.

Key Responsibilities

IT Functional Testing – Product Solutions, Functional Management
Lead and Manager the functional and integration testing activities to support the Product Solutions Organization’s software delivery implementations.
• Overseas daily collaboration with Product Solutions Organization to build out an end to end testing environment for new product deliverables
• Overseas reviews and grades business requirements for completeness, consistency, clarity, relevance
• Overseas analysis and design sessions to create test scenarios for input into test deliverables
• Overseas development of end to end use case execution estimates and test plans
• Collaborates with external partners/vendors and cross-functional areas to create a consolidated end to end test strategy
• Manage quality assurance analysts who test, evaluate, validate Product Solution deliverables to identify issues and defects in delivered software
• Ensures data analysis of executed test plans across the end to end solution to ensure data integrity.
• Partner with other testing organizations to develop end-to-end methodologies and effective use of tools and automation
• Direct involvement in supporting senior leader’s responsibilities and deliverables
• Ensure compliance to process and procedures

Business Partner Management
• Influences direct reports, clients, service providers and peers to successfully deliver on business commitments
• Partners with others in their organization to set and manage expectations; continually seeks opportunities to be a thought partner and increase internal business partner satisfaction and deepen relationships.
• Negotiates solutions for issues that may be complex or controversial
• Adapts communication approach for audiences at multiple internal and external levels

• Sets and executes team strategy, including objectives, plans and policies for area of responsibility so as to develop and deliver innovative solutions and systems in support of Enterprise goals.  Communicates strategy to the team so they understand their role in achieving the established goals.
• Manages day to day work of employees by monitoring budgets, expenses and scope and facilitating project delivery and support for complex projects of critical importance
• Works closely with decision makers in other departments to identify, recommend, develop, implement, and support cost-effective technology solutions for all aspects of the organization.  Makes decisions that have an impact on quality or effectiveness of business activities beyond their immediate team.
• Initiates and implements continuous improvements in all areas of IT responsibility
• Anticipates issues and develops preventive measures
• Analyzes long-term impact of new or anticipated strategies and contributes to Allstate business and functional strategy

Job Qualifications

Experience

• Minimum 5 years management experience in IT software testing and quality assurance in a collaborative team environment
• Prior experience driving organizational change and implementing processes and methodologies that guide team actions
• Direct leadership experience covering hiring, staffing, coaching and performance reviews
• Relationship management experience with both IT and Business leaders
• Knowledge and experience with testing methodologies and tools
• Analytic and problem-solving experience
• Strong communication skills
• Certified Software Quality Analyst (CSQA) or Certified Manager of Software Testing (CMST) preferred

Education – Bachelor's degree or equivalent work experience
